Idling Engine provides a thorough critique of Hong Kong's environmental policy since 1997. The authors address the major environmental issues facing Hong Kong, what progress has been made, and the significant challenges that remain. They examine the reasons behind the success of some policies and the failure of others as well as provide recommendations for the future.
Idling Engine is part of a series of publications that reviews various aspects of post-handover Hong Kong. The other three sister publications are: Reflections of Leadership: Tung Chee Hwa and Donald Tsang, 1997-2007; From Nowhere to Nowhere: A Review of Constitutional Development, Hong Kong 1997-2007; and Still Holding our Breath: A Review of Air Quality Policy in Hong Kong 1997-2007.
